Dr. Zelalem Mulatu is a City Council Member and Head of Bureau of Education at Addis Ababa City Administration. Before joining the City Council, he worked as an educational expert, instructor, and academic dean. In his current position, Dr. Mulatu has played a crucial role in enhancing the transformation of the public school system in Addis Ababa, overseeing the implementation of early childhood development programs that harmonize governmental interventions, such as school feeding and pre-primary school services. Under his leadership, Addis Ababa received the eighth Milan Urban Food Policy Pact Award in 2022 in Rio de Janeiro, Brazil, where his team presented the city’s exemplary leadership in the implementation of the School Feeding Program. Over the years, Dr. Mulatu has spearheaded innovative initiatives to improve early childhood education practices and policies, working closely with schools, government agencies, and non-profit organizations in Addis Ababa. Dr. Mulatu holds a PhD in Political Science and International Relations from Addis Ababa University, where he conducted groundbreaking research on federalism and inter-ethnic conflict, and their impact on education. He also holds a Master’s degree in International Relations and Diplomacy, as well as a Diploma and a Bachelor’s degree in Geography and Environmental Study.
